With the development of economic globalization and the trend of international industry transfer, chemical safety has become an international issue. Since the late 1960s, due to chemical accidents, the number and hazards of occupational injuries and occupational diseases have increased rapidly, and the public’s attention to human rights, environmental protection and safety issues has increased significantly. The United States, Canada, European countries and some international organizations have formulated relevant regulations, standards and conventions. After decades of development, they have gradually improved the chemical safety legislation mechanism. So far, a more scientific and consistent market economy has been formed, the conditions of the regulatory system and a unique chemical safety management model have been formed. However, compared with the socialist economic development and security situation, especially the need to join the World Trade Organization, there are still some incompatibility, especially the chemicals that bring safety, health and environmental issues are becoming more prominent. Since our country is currently in a period of economic transformation, the development of laws and regulations, personnel quality and basic education is not yet perfect. As a result, legislation, law enforcement, education, and investment in chemical safety management have emerged. Issues that need to be resolved in all aspects, such as industry standards. Due to the historical background, development status, social system and many other differences, although the foreign chemical safety management system with WP = 4 has important reference significance to China, it is not the original form. Copying activities cannot well solve the special problems currently occurring in our country. At present, the main problem of chemical safety management in my country is that although the legal system is relatively complete, the specific measures are not enough. The functions of government supervision and management departments overlap, and implementation is difficult. Large; the foundation of safety education is weak; the development of related supporting industries is slow and the degree of marketization is low. Predecessors’ research on chemical safety management in China, one of which belongs to concept advocacy, such as Responsible Care, Appel Plan, etc. The other category belongs to the legislative basis. The other type focuses on building many important links, such as emergency response centers, intermediary organizations, and safe transportation. These studies have achieved considerable results and promoted the progress of China’s chemical safety management. However, the systematic analysis of chemical safety management in our country is not deep and sufficient. The lack of smoothness of funds, logistics and information in this system restricts the overall development of chemical safety management in our country. Based on the comparative study of chemical safety management systems at home and abroad, this paper analyzes the safety economics of my country’s current chemical safety management system, and uses value transfer theory to learn from the integration experience of other industries, and proposes solutions.
